Dickson Otiangala is a global Programme and MEAL specialist with over 13 years of experience designing and strengthening monitoring, evaluation, accountability and learning systems across Africa and Asia. His work spans mixed-methods research, large-scale evaluations, and translating evidence into actionable policy and programme improvements.
He currently serves as Programme Manager at Partnership for Economic Policy, where he leads a Mastercard Foundation–funded multi-country initiative focused on advancing inclusive youth employment across 10 African countries. In this role, he oversees programme delivery, coordinates multi-country research teams, and drives strategic learning to ensure evidence informs policy and practice.
