Fernando is a Social Psychologist from the Pontifical Catholic University of Peru and has a Master's Degree in Development Studies with a Major in Governance and Development Policy from the International Institute of Social Studies (Erasmus University Rotterdam). He has specialized in the analysis and evaluation of public policies and programs. His research and consulting work focuses on migration, labor rights, and education.
