HENNERY SEBUKEERA

I am an Investment Expert, with over ten (10) years of professional experience in Project Investment Appraisal, Development Planning, and Public Sector Policy Formulation. In particular, I have directly guided investment decision for a Public Investment Portfolio of more than USD 3.1Billion involving several Strategic Public Projects. I am a member of the National Investment Advisory Committee on Petroleum, and I have been at the helm of developing Strategic Investment Plans for numerous Government Ministries, Departments and Agencies. I have played a critical role in; the preparation of the Second and Third National Development Plan (NDP) Public Investment Plans and the first National Human Resource Development Planning Framework and Macro Model for Uganda. Also, am part of Uganda’s National Planning Authority (NPA) - Core Team for Macroeconomic Modelling for the NDP Macro Economic Framework and I technically led the costing of the Second and Third National Development Plans for Uganda.

In particular, I have spearheaded production of numerous project appraisals and multi-sectoral feasibility studies including; Manufacturing (Sugar Processing Plant – USD 60Million), Aviation (the National Airline for Uganda -USD 400Million), Marine Transport (Bukasa Inland Port - USD 350 Million), Road Transport (Kibuye-Busega-Mpigi Express Highway - USD 327Million), Health (Regional Center for Cancer Treatment-USD 5.6Million and Uganda Heart Institute USD 75Million), Military (UPDF Housing 800Million),  among many others. I have competence in public sector budgeting processes and have played a central role in the alignment of the Country’s medium-term development plans and budgets in line with the Public Finance Management Act reforms through playing a central role in the production of the Annual Budget Certificate of Compliance. I have participated in production of a number of other critical policy papers that have guided national strategy at the Uganda Presidential Economic Council and Cabinet levels. I have experience in preparing, managing and coordinating donor programmes and have strong research interest and expertise in microeconomic and macroeconomic policy issues.

Languages: Excellent in English, ability to understand Swahili & several Ugandan Local Languages.
