HENRY KANSEMBE

I have more than 10 years’ work experience as a health planner and more 25 years working in the health sector. I have been trained both as biomedical scientist and as a development economist. Having been as a biomedical scientist and as a development economist I have unique insight and well capacitated to shape health policy, influence resource allocation and to carry out performance assessment of health institutions. After a stint as medical laboratory scientist and a lecturer in heamatology and medical microbiology at a college which trains clinical officers and environmental health officers, I was transferred to the planning unit in the ministry of health as principal planner. For the past 10 years my work has involved development of health policies and strategic plans, coordination of action plans and budget preparation for the entire health sector, tracking the utilization of health sector resources, development of proposals for health sector projects, costing of health program including, review of health sector financing strategies, development of planning and budgeting frameworks and guidelines and monitoring of health sector performance. I was responsible for the development of the current planning framework for the health sector and reviewed all the planning guidelines to conform to the planning framework. I also developed the costing guidelines reviewed the performance assessment tools for the health sector currently in use.
