OTHER-21040 Assessing the impact of pre-school education on learning outcomes in primary school in Togo

Abstract

The inequalities most deeply rooted in the social context are those observed in Togo’s primary education system. In most developing countries, there are major disparities in primary education outcomes. This observation has led international organizations and many countries, including Togo, to make the education sector one of their priority areas of intervention, through its national education policy and student results in reading and mathematics. However, government efforts to reduce gender and social status inequalities in access to pre-school education to improve pupil performance are considerably hampered by several obstacles. The aim of this research is to analyze the impact of pre-school education on student outcomes in primary school, while highlighting gender and social status differences in Togo. To this end, the Heckman generalized selection model, and the Oaxaca-Blinder decomposition model will be estimated. The data used will be those of the CONFEMEN Education Systems Analysis Program (PASEC) survey carried out in 2019 in Togo with a total sample of 8,209 primary school pupils surveyed (2,092 second graders: Grade 2 and 6,117 sixth graders: Grade 6). This is an appropriate data source for this analysis insofar as it contains information on students’ gender, access to pre-school education, achievement in primary school, the social status of the student’s parents and a significant number of control variables required for the analysis. The expected results will enable policies to be formulated in terms of reducing gender inequalities, access to pre-school education and social status, which will have an impact on students’ results in primary school.
